East Hampton DWI Arrests for the Week of June 6

Tyler P. DeBono, 26, of Shirley was charged the night of May 29 with misdemeanor DWI by East Hampton Town Police. Police said DeBono was driving a 2022 Dodge pickup west on Montauk Highway approaching Abraham’s Path in Amagansett when he crossed over the double yellow line to pass another vehicle. Police also said that DeBono was driving at an unsafe speed. DeBono smelled of alcohol, the arresting officer reported, and failed multiple sobriety tests at the side of the road. After he was arrested, he was taken to police headquarters where he agreed to a breath test, which produced a reading of .18, well over the .08 level that defines intoxication in the State of New York, and just high enough to trigger a raised misdemeanor charge of aggravated DWI, according to police.

Michael Ray Phifer, 42, who has a Georgia driver’s license but resides in Manhattan, was charged by Town Police with misdemeanor DWI early Sunday morning. He was arrested after a traffic stop on Three Mile Harbor Road. Police said he was driving a 2023 Toyota and swerved across lane lines multiple times, leading to the stop. He appeared intoxicated, the police report says, failed sobriety tests and was placed under arrest. At police headquarters he refused to take a breath test, according to police. Because of that refusal, East Hampton Town Justice David. Filer, during Phifer’s video arraignment later Sunday morning, suspended Phifer’s driving privileges in the State of New York for the next year, pending a hearing at the Department of Motor Vehicles.

Peter Feliciano, 31, of Port Washington was charged by Town Police with misdemeanor DWI early morning May 28. According to police, Feliciano, driving a 2007 Jeep on Montauk Highway in Wainscott, made a series of erratic turns leading to the traffic stop on Wainscott Northwest Road. The arresting officer said she suspected Feliciano was intoxicated and had him perform sobriety tests at the side of the road, which she reports he failed. At headquarters, he refused to take a breath test, police said. It is not clear from the police report why, but Feliciano was then released from custody with an appearance ticket to be arraigned on June 12. Frequently such releases of DWI defendants are done out of concern for the health of the defendant. During that June 12 arraignment, under New York State law, because Feliciano refused the breath test at police headquarters, his license will be suspended by the judge on the bench for the next year, pending an appeal at the Department of Motor Vehicles.

Williah Henry Zhini Padilla, 25, of Springs, was charged with misdemeanor DWI on Saturday night. Town Police said he was driving a 2008 Dodge pickup on Springs Fireplace Road and was swerving across lane lines into the oncoming lane of traffic, leading to the stop and eventually his arrest. At police headquarters, Zhini Padilla consented to take a breath test, the police said, with a reading of .14.

Angel J. Flores Diego, 24, an East Hampton resident, was charged by Town Police with misdemeanor DWI after a traffic stop on Springs Fireplace Road in Springs early morning May 29. According to police, Flores Diego was riding a Kawasaki Kymco Super Eight gas-powered scooter when he failed to signal a lane change, leading to the stop. The arresting officer said Flores Diego failed multiple sobriety tests and she placed him under arrest. At headquarters, the police reported that a breath test produced a reading slightly over the .08 level that defines intoxication.

Jorge R. Parra Gomez, 43, of Springs was charged with misdemeanor DWI by Town Police on Friday night after a traffic stop on Springs Fireplace Road. Police said Parra Gomez, driving a 2008 Honda Accord, failed to signal a turn onto North Main Street out of a parking lot, then failed to signal the right turn onto Springs Fireplace Road, while also swerving across lane lines. He failed sobriety tests, police said, with the station house breath test producing a reported reading of .09.

Daniela Rodriguez Henao, 20, of Hampton Bays was charged with misdemeanor DWI early Monday morning by Town Police. Police said she was tailgating the car in front of her while driving a 2019 Nissan, and also swerved across lane lines as well as the white line marking the shoulder of the road on Montauk Highway near Town Line Road. At police headquarters, a breath test produced a reading slightly over the .08 level that defines intoxication, police said. Rodriguez Henao’s arraignment marked the return to in-person arraignments on weekdays in East Hampton Town Justice Court. The court had switched over to all virtual or video arraignments since the start of the COVID pandemic in early 2020. However, virtual arraignments actually strain police resources more than in-person arraignments, because legal documents and files have to be shuttled back and forth between Town Police headquarters in Wainscott and the courthouse on Pantigo Road. Weekend arraignments will continue to be done virtually. East Hampton is one of the last towns on the East End to return to in-person arraignments, at least during the week.
